More Ally Stuff: Uganda

Uganda is considering legislation that would make homosexuality illegal, give life sentences to those who engage in homosexuality, and the death penalty to those who do it multiple times or have AIDS:

Could they then make hheterosexuality illegal or just being a particular gender, etc? Of course, they could but how would they enforce it or would it allow them the right to eliminate anyone who is female or heterosexual or, if not subject to capitol punishment, then just lock all of "them" up? Is that any more absurd than many things which actually do happen?

I'm not sure I understand the question.
